4. Rural Development and Panchayat Raj: This subject includes topics related to the constitution of Gram Panchayat, the staff of Gram Panchayat, taxes and fees, financial control and audit, constitution of zilla panchayat, functions, duties and power of Gram Panchayat, Adhyaksha and upadhyaksha, conversion of a smaller urban area or a transitional area and amalgamation, grants and funds of Gram Panchayat, constitution of Taluk Panchayat, inspection and supervision, special rural developments programs and miscellaneous.
